how the developers chosing a new SI numbers to make for them ICS update? is there a order in the selection of next SI numbers that they will update?

or can i tell them somewhere my SI number?

I'm afraid we don't have any such info to tell, and I don't really know how they are selected either. The operators are involved, that I'm aware of though, since they have different customizations.
