help deleting xp format c drive

Hi all i need help i am taking (trying to ) xp of his pc how can i format the whole c drive i have bn in the comand promt and typed in format c etc and it says all data will be lost ect but it just wont format it what is the procedeure to get rid of xp from his hard drive

Boot from floppy (Me or 98) with fdisk and format on the disk, and fdisk the partition before format.

Failing that create a bootable CD and do the same.

Have you Recovery Disk´s. ???
