A red colour border flashing while changing pages

A red colour border is being seen while moving between the apps or to new pages. Its more like a flash. Like some virus problem. I then updated the mcafee anitvirus and restarted the mobile. But the problem persists. What would be the casue? How to rectify?

uninstall mcafee, you don't need it, go to settings > developer options is this on or off? if its on turn it off, restart your phone and see if the problem is gone

btw there are NO virus on Android
