The notification bar (Task Bar) can be pulled down during screen lock???

I just want to know that is this a bug or business scenario.........the common sense says that nothing should work while the screen is locked but strangly i can pull down the task bar during the screen lock and say i revice some message and the screen is lock so w/o unlocking i m able to pull the notificaion bar(Task bar ) down and navigate to message without unlockin ........so is this is a bug or some foolish functionalty....

that's how it work, not so much if you have a pattern/pin lock
