4G need to be enabled by your carrier provider and by phone settings.

Settings> more > mobile networks > make sure that you have the correct apn settings and also if your SIM card its older than a year, you might want to get a new one.

Welcome to the community,

You may also want to check if your device is set to pick up LTE.

Menu > Settings > More > Mobile Networks > Preferred network type > Choose LTE or 4G

How old is the SIM card?

It seems that in Costa Rica LTE bands are 1800 and 2600

LTE band

1(2100), 2(1900), 3(1800), 5(850), 7(2600), 8(900), 20(800) - E2303

2(1900), 4(1700/2100), 5(850), 7(2600), 12(700), 13(700), 17(700), 28(700) - E2306

1(2100), 3(1800), 5(850), 7(2600), 8(900), 28(700), 40(2300) - E2353

Also you will have to check with your carrier network the 4G network coverage.

Problem solved, your phone it's not compatible with Movistar's LTE band, it seems that Movistar's LTE use 1800, andyour device does not support such band
